Moisturize your Face with Steam Essay Example for Free
Moisturize your Face with Steam Essay Steaming is one of the most effective methods of removing pimples. To apply this method, boil water in a container for a couple of minutes. After that, place the container containing boiled water beneath your face. Allow the steam to dampen your face for a couple of minutes. Afterwards clean your face with lukewarm water. Boiling water helps remove debris and oil from your face without increasing the pimples. Alternately, you can use an oil free lotion to moisturize your face and remove pimples. Apply Toothpaste on your Pimples This is the most common cure for pimples. Of course, you may brush your teeth before sleeping every night, but this time, apply toothpaste on your face! Ideally, wake up once or twice in the night to ensure that the paste still covers the spot. You can apply the paste again if that is not the case; doing so will clear up your face in the morning. However, use toothpaste only and never apply gel on your pimples. Apply Lavender Oil on the Acne This is a less common remedy for pimple growth but it is known for bringing results, especially on teenagers. Apply lavender oil on your pimples several times and before going to sleep. This oil helps to dry up the spots to a great degree. Use Lemon Juice Another effective method of curing acne is applying lemon juice. When you rub lemon juice on your pimples, it has a quick effect. Use it before going to sleep to see great results in the morning. 9 ways to prevent a breakout and get clear skin 1. Do the One-Minute Rule Using a face wash laced with salicylic acid (from one to two percent depending on how bad, and how often, you break out) is a surefire way to stop pimples from forming. Its simple: Instead of spot treating after one pops up, youre keeping every single pore clear from the get go. Suds up in the morning and night, and then wait one full minute before rinsing so the gentle exfoliator can work its pore-clearing magic. 2. Wipe Away Oil If your T-zone typically resembles an oil slick 24/7-or youve worked up a sweat crossing off your to do list-dont wait until you get home to degrease. When excess sebum (aka oil) seeps into your pores, pimple-promoting bacteria will quickly follow. Use a pre-moistened salicylic acid-soaked cleansing cloth directly on oil-prone zones (i.e. your forehead, nose, chin) to help keep skin clean and prevent future breakouts. 3. Dont Forget to Hydrate Just because acne-prone skin has plenty of oil to go around, doesnt mean its water content, which is crucial for healthy skin, is up to par. Plus, overuse of oil-fighting products can leave skin parched-and wanting to compensate with more oil (eek!). Look for a lightweight, oil-free face cream that gives just the right amount of hydration, but wont contribute to your acne issue. What you want: A formula that contains hydrators that mimic those in skin naturally, like ceramides, humectants, and squalene. If your skin is super prone to acne, opt for an even lighter gel, not cream, texture. 4. Turn up the TLC Sometimes even if your skin is having a good (aka clear) day, you can still see some redness. Thats because acne is essentially inflammation, so some irritation all the time or post-pimple is common. Soothe sensitive skin overnight with calming botanicals such as chamomile, licorice, or aloe vera extract. 5. Exfoliate on the Regular Once or twice a week, take your skin smoothing up a notch and use a product that contains salicylic acid (or look for willow bark extract, its all natural counterpart) along with gentle fruit enzymes. This powerful pore-perfecting combo will help rev cell turnover and prevent dead skin cells, debris, and bacteria from building up in pores. 6. Start Using Retinol The gold standard of anti-aging also has an amazing anti-pimple track record. Apply a thin coat of a retinol-based treatment all over skin (if youve never used it before, you may need to work up to nightly; start off with three days a week to see how skin holds up to its potentially irritating effect). This vitamin-A derivative amps up cell turnover like no other so that pores have no choice but to stay clear. 7. Go Hands Free As in: Stop. Touching. Your. Face. Stress and hormones gone haywire are common culprits of a breakout-prone complexion but are not the only instigators. Piling on dirt all day long, like from constant contact with your iPhone or fingers, can create the perfect breeding ground for bacteria. Wipe down your cell phone once a day with an alcohol wipe or squirt some hand sanitizer on a tissue and rub it on the surface. And as you talk on your device, try not to press it firmly into your skin-it will only push makeup and dirt further into pores, causing you more pimple problems. 8. Feed Your Face Diet has a huge impact on skin and skin health (including acne): Up to 80 percent of your skin is affected by what you eat and drink. Fill your plate with a healthy, well-balanced diet to keep skin in the clear. Focus on eating plenty of fresh fruit and vegetables that are rich in vitamin A (grapefruit, mango, broccoli, and kale) to help normalize the production of dead skin cells, a key factor in acne breakouts. And add in eggs, salmon, and walnuts, which contain healthy oils that keep your complexion well nourished and help prevent pimples. 9. Chill Out Because the more you stress over a zit the bigger its going to get. When the stress hormone cortisol spikes, so does oil production-one of the main causes of adult acne (along with hyperactive lifestyles, alcohol, poor diet, and too much cumulative sun exposure). Instead, spot treat the bad boy with bacteria-fighting benzoyl peroxide. Natural Ingredients to Get Rid Of Acne Scars Fast Acne does not only scar the skin but also the mind and emotions of an individual. Walking down the road with a red swollen face filled with pus is a very embarrassing and painful both literally and figuratively. There are people who canââ¬â¢t help themselves talk about the other person who has a scarred face as a result of widespread acne. These reasons make people with acne find the quickest way to get rid of acne scars. They want to start a normal life without pain. They want to regain their confidence and self-esteem. There are the natural ingredients present in your kitchen. However, if you feel like the type of acne scars that you have are alarming, it is still best to consult a specialist about it. Here are some of the natural ingredients that can be very beneficial to quickly get rid of acne scars. Egg whites are rich in protein. Protein is very helpful in repairing ripped muscles and skin. These egg whites, about three pieces must be beaten into a fluffy and foamy texture. It must then be smothered on the face and act as a face mask. After a few minutes, this egg white mask must be rinsed with warm water. This method can be done 2-3 times in a week. Aloe Vera juice can also be a great natural remedy. We can see a lot of skin care products that contain Aloe Vera in its ingredients. Aloe Vera is an immune system booster. It also regenerates damaged skin tissues. Another natural ingredient that is commonly found in skin care products is lemon juice. Lemon contains AHA. AHA can thicken the skin and enables it to produce collagen. As this occurs, healing of the scarred skin is also sped up. Lemon juice has acidic elements. This acid helps in drying the acne quickly before it gets worse. A pinch of baking soda mixed with water can also remove the dead skin without hurting the skin. This mixture must be massaged gently on the skin. It can stay on the skin for a few minutes, then, it must be rinsed. Ginger is a natural antibacterial. A slice of it can be smeared on the infected area. After a few minutes, the face needs to be rinsed. This could be more painful than the other ingredients above mentioned because of ginger is a little bit spicy. These are just some of the many natural ingredients that can help you to quickly get rid of acne scars as they dry, peel and heal the scars. These methods will not be of great help if they will be done on a dirty face. After a long day of being exposed to pollution, our pores are clogged with dirt. The face must be very clean before any ingredient is placed on it or it will result to further damages and infection on the skin. So, for people who donââ¬â¢t know how to get rid of acne scars fast, these are some useful tips. Also, keeping the body hydrated is very important. Drinking the right amount of water is very useful in draining toxins that are present in the body because of the food that we eat.
The Things They Carried Analysis Essay Example for Free
The Things They Carried Analysis Essay The purpose of this paper is to introduce, discuss, and analyze the novel The Things They Carried by Tim OBrien.à Specifically it will contain a brief analysis of the first chapter of the book.à OBriens use of metaphors of weight and lightness throughout the story develops the readers understanding of the situation the soldiers in the story find themselves in. Author OBrien fought in Vietnam and so he writes about the men and the war from experience, and it shows in this moving novel. à The opening chapter, The Things They Carried, introduces the men, and allows the reader a glimpse into the real, everyday war these young men fought in Vietnam.à Twice within the first few pages OBrien talks about the death of Ted Lavender while contrasting his death with the lightness of the things he carried with him in his rucksack. OBrien uses the metaphor of humped to show the weight of the things the soldiers carry, but he also uses it to show the emotional baggage they carry with them into the war, such as Jimmys Cross unreturned love for Martha back home.à OBrien writes of Jimmys love, Almost everyone humped photographs.à In his wallet, Lieutenant Cross carried two pictures of Martha (OBrien 4).à Later, he uses the metaphor again when he writes of Lieutenant Cross responsibility to his men. He writes, He carried a strobe light and the responsibility for the lives of his men (OBrien 5).à OBrien makes the weight of these responsibilities seem light, but uses the metaphor to show how weighty they really are.à Clearly, Cross quite understands the weight of his responsibility, and he does not take it lightly.à He knows his men trust him with their lives, and if he makes the wrong decision his men could pay the ultimate cost, they could give up their lives because he makes a mistake.à And that is the ultimate weight that rests on Lieutenant Cross, and it is much heavier than his rucksack. OBrien spends a lot of time on the guns and ammo they carried and the weight of these items.à That is because the soldiers lives depend on these items, which gives them additional weight in the story.à Showing the amount of ammo and other items they carry also shows their fear and some of the conditions they faced as soldiers in Vietnam.à Their situation is far from light, it is very heavy, and they know it. Any of them could die at any moment.à The Vietnamese knew the jungles and the terrain and the Americans did not.à They could be surprised and ambushed at any time.à OBrien shows the soldiers fear in the large amount of weapons and ammo they carry, and also shows they do not actually mean much.à Ted Lavender dies carrying more ammo than anyone else, so the weight of the ammo did nothing to help him save his own life.à That is the fear all the men face ââ¬â that they have no control over the situation around them, and any of them could die, just like Lavender did. Most important of the things they carry is the weight of memory OBrien talks about in the chapter and notes that is one weight they share.à They cannot forget many of the horrible things they have seen, or that they could be the next one.à They cannot forget their situation because it is the only reality they know for now. That is also too weighty for some of them, so they make jokes about their predicament and try to escape by drinking, using drugs, or thinking about memories back home.à Jimmy Cross has his false memories of Martha that he carries with him, and all the others have memories of something, too.à These memories can weigh the men down if they let them.à Cross thinks his memories helped get Lavender killed because he was not paying attention. OBrien also uses descriptive language to show their surroundings.à He writes, They carried the sky.à The whole atmosphere, they carried it, the humidity, the monsoons, the stink of fungus â⬠¦ (OBrien 15).à OBrien puts the reader right into the jungle with the men.à Using metaphor, description, and language, he makes the reader feel the fear of the men and feel as if they know and understand these men and the things they carry. à References OBrien Tim. Persuasion In Business Communication English Language Essay
Persuasion In Business Communication English Language Essay Almost every communication in our life bears the element of persuasion. Persuasion is an important element of any business communication. The definition of persuasion. The definition of persuasive communication. Five stages of understanding of the speech by the audience implied by the persuasive communication. Three techniques that will make any business communication more persuasive: the message should be built around the other persons interests; the pronoun you should be used instead of I and me; different barriers to persuasiveness such as misspelled word and grammar mistakes should be eliminated. The importance of body language in making business communication persuasive should not be underestimated. Action points or specific tasks for the audience should be clarified. Conclusion Persuasion is a constituent part of every business communication. In order to persuade the audience some strategies should be put into practice and thus you will succeed. I wasnt a great communicator, but I communicated great things Ronald Reagan. All business communications, at least the majority of them, are persuasive and aimed at convincing the other people to think and to act as we would like them to. Almost everything of what we communicate contains the persuasion component in it. There is a simple example of this idea. Thus, the most intriguing words in English language I love you can be uttered self-sacrificing and self-serving. The self-sacrificing meaning presupposes that the person who utters these words wants to give something to the other person. But the self-serving meaning is the opposite one: it presupposes that the one who utters these words expects some profit from them from the other person. Persuasion is a very important element of any business communication. It can be used for various purposes: to convince someone in your point of view, to make someone change his or her ideas about something, to resolve disputes. Persuasive communications are not restricted to a definite sphere of business; they are common for all business industries. Thus, a politician may use persuasive strategies in order to influence voters to vote in his favor. Thereby, persuasion is an important concept to employ when endeavoring to alter the attitudes, beliefs and mindsets of others in order to encourage them to endorse your way of thinking (Wakeling 2010). Persuasion alongside with good negotiating skills will ensure that you get the best possible deal negotiating terms and contracts with clients and suppliers. There is one more definition of persuasion. Persuasion is a communicative process of altering the beliefs, attitudes, intentions or behavior of another by the conscious and unconscious use of words and non-verbal messages (Ilardo, 1981). Persuasive communication is any message that is indented to shape, reinforce, or change the responses of another, or others (Stiff, Mongeau, 2003). Persuasive speech is usually intended to influence both individuals and groups of people to accept a particular belief or position. The speech that is persuasive requires an intense listener focus and a clear understanding of the audience. Persuasive speech presupposes that the speaker should take the audience through five stages of understanding (Flacks, Rasberry, 1982): awareness of the problem; understanding the problem; understanding the proposed solution; visualization of the effects of the proposed solution; understanding how they, the audience, must act. So, first the audience should be introduces into the nature of the problem or situation. The speaker should give the concise statement of the problem from his or her point of view. It is very important that the relevance of the problem is shown to the audience; in other words, the way the problem can affect them. The speaker describes the possible solution to the problem and shows the audience how the suggested solution can be nefit them in particular. And finally, the speaker points out the aid that can be done by the audience, indicating the actions that must be taken. Considering the fact that everyone needs to convince other people in something, it is worth exploring three simple ideas that are easy to use (Abbott 2010). These ideas or techniques will definitely make any business communication situation more effective. First, one should always bear in mind that persuasive communication is always focused on the other person. Thus, when we write or speak, we should always have the other person in sight. One of the most important components of effective communication is to ensure the listener that he or she is an important part of your vision. Thus, using the word we instead of I and me will help to attract the listeners attention and to conciliate him or her. The person will get more involved in what you tell and thus you will have more influence over your listener. It would be wise to place yourself in the mindset of your audience and to identify what is the attitude of your audience towards what you are going to discuss with them. You will be able to use the information you get to identify how you can persuade your audience in your ideas. Thus, communication will definitely be more convincing when the message is built around the other person. So, if someone is to be convinced in something, our attention should be concentrated of this persons interests and response. You should address the issues in his or her terms in order to get the desired response. Thus, if you sell something you should think and talk about his or her benefits after buying this product but not about your income. Second, while persuading someone you should use persuasive words. Once it was already observed that our attention should focus on the other persons interest, we should thing over the choice of words while preparing a written document or a speech. Most of the persuasive expressions most frequently used in the business communication contain the pronoun you. And it is not occasionally. The reason to this frequent usage of the pronoun you is that most people consider this word to be the single most powerful word in their vocabularies, bettering even words like the classic words referring to the idea of getting something without paying and to having intimate relations (Abbott 2010). Besides, using this word helps you to focus your attention on the recipients interests and profits. Writing a letter or preparing a speech it is worth trying to use you in every paragraph. That will definitely add to the persuasiveness of your message in business communication. Third, it is necessary to eliminate various barriers to persuasiveness. It is useful to remember that no matter how good the products you try to sell are, some people just do not need them and therefore are not interested in the speeches dedicated to the usefulness of the product you sell. This point is worth remembering. However sometimes even if a person needs a product someone sells the incompetence of a manager can spoil everything. Thus, making your message persuasive youd better not forget to avoid spelling mistakes, grammar mistakes, missing or misplaced punctuation marks and many other writing sins. It may happen to every one of us in life, but if your intention is to persuade someone youd better avoid these things. Making mistakes, we distract our readers from the subject of the business communication and that undoubtedly reduces the power of persuasion. Besides, apart from the correct choice of words, you must be also sure to use the correct body language. The role of the body language in communication especially in business communication should not be underestimated. Body language is an important part of communication which can constitute 50% or more of what we are communicating (Using Body Language). Thus, be sure, you remember to use effective body language alongside with words, as your body can help you to gain attention of your audience and win their favor. Eye contact should be maintained and it is also appropriate to greet your audience with a firm hand shake (if the number of people you have to persuade is not too large). You should also stand up straight and avoid shifting from side to side. Confidence in your movements and words will make your audience believe you and thus you will be able to persuade them. Being persuasive also mean that you should clarify action point. You should give your audience action points or specific tasks to carry out if you want to be persuasive. Thus you will ensure them that they can act on what they were persuaded to do. Thus, if you are a manager who persuades a member of your work team to do some job, you should give him a deadline for his responsibilities. This will definitely ensure that you carried through your persuasive communication and met the objectives. To sum it up, the idea of persuasive business communication is that it should be thoroughly prepared beforehand according to various strategies and techniques. Thus there are three important techniques that may help to raise the persuasiveness of your messages in business communication. It is important to focus your attention on people receiving your message; it is necessary to use the pronoun you as frequently as possible; it is necessary to eliminate barriers that may lessen persuasiveness in business communication, such as grammar and spelling mistakes. Any of these techniques will do a lot to make any business communication more persuasive, but if all of them are used, you are sure to have successful negotiations. It is also important to think it over before the communication whether persuasion is the goal of your message, either directly or indirectly. If it is, then three techniques will do their work and provide you persuasive business communication. Besides, it is also worth to remember that body language influences persuasiveness in business communication very much. The unprepared written message or speech will never be persuasive. It should be definitely prepared. However, it is not impossible and if some efforts are put, it is really possible to make a business communication really persuasive.

Paratextuality in Shakespeares King Lear Essay example -- William Sha
Pitching Mad Boy: How Paratextuality Mediates the Distance Between Spectators, Adaptations, and Source Texts. A popular anecdote used to introduce students and spectators to King Lear tells how, for 150 years, the stage was dominated by Nahum Tateââ¬â¢s adaptation, in which Lear and Cordelia are happily reconciled, and Cordelia is married off to Edgar. Here is what N.H. Hudson had to say about Tate: This shameless, this execrable piece of demendation. Tate improve Lear? Set a tailor at work, rather, to improve Niagara! Withered be the hand, palsied be the arm, that ever dares to touch one of Shakespeareââ¬â¢s plays again. (quoted in Massai 247) Of course, such sophisticated and erudite commentators as are assembled here today will be quick to point out a couple of ironies about Hudsonââ¬â¢s condemnation of Shakespeare adaptation. First, Shakespeare himself was an adaptor. Most if not all of his plays are adapted from extant plays, renaissance romance novels, or even, as in the case I will be discussing today, old Norse sagas. King Lear was adapted from an earlier play, which was itself based on Holinshedââ¬â¢s chronicles. Second, popular adaptations by Tate and Colley Cibber, among others, by making Shakespeare accessible and tasteful to Restoration and Enlightenment audiences, played no small part in establishing Shakespeare at the centre of the literary canon (Massai 247). And as an afterthought, it might be worth noting that Tateââ¬â¢s adaptation does not so much ruin the original King Lear as restore it ââ¬â Tateââ¬â¢s happy ending is more ââ¬Å"faithfulâ⬠than Shakespeare to Shakespeareââ¬â¢s sources, The True Chronicle History of King Leir and Holinshedââ¬â¢s Chronicles. Social Context of The Fire Next Time :: The Fire Next Time
Social Context of The Fire Next Time The Fire Next Time was published in a time of great chaos. A civil rights revolution was sweeping the country. Many of the institutions of American life were being challenged, including religion. Author James Baldwin saw power as a key to African-American success in the civil rights movement. In 1955, Rosa Parks refused to sit in the Negro section of a bus in Montgomery, Alabama. Dr. Martin Luther King transformed a racial protest into a massive resistance movement in the late 1950s. In the early 1960s, the sit-in tactic was launched in Greensboro, North Carolina, when black college students insisted on service at a local lunch counter. "Freedom Riders" were sent to the South in 1961 by the Congress of Racial Equality (CORE) to test and break down segregation laws. In a few years, there would be a sexual revolution, as well as a trend toward peace and love. For the time being, however, hatred and misunderstanding were widespread. Baldwin realized the importance of these events and movements and answered them with The Fire Next Time. As Baldwin became a teenager in Harlem, he began to realize the presence of temptations such as sex and drugs. In order to fight these evils, he fled to the church. Eventually Baldwin realized that the church didn't preach love to everyone, but only to the ones who believed as they did. Despite this bad experience in the church, Baldwin never forgot the positive elements of religion. According to Kenneth Kinnamon, Baldwin realized that Christians had kept blacks down through history, but he still understood the need for religion. "However much he may revile the historical role of Christianity in the enslavement of black people, The Fire Next Time attests that [Baldwin] has never forgotten the compensatory values of his [adolescent] religious experience," he writes (3). After a meeting with Elijah Muhammad, Baldwin realized that Christianity wasn't the only flawed religion. Baldwin saw that both Islam and Christianity needed to compromise their strong beliefs for a unified black movement to have any real power. Baldwin knew the acquisition of power would have to play a key role if blacks were to achieve full civil rights. Baldwin writes, "The only thing white people have that black people need, or should want, is power--and no one holds power forever" (96). He recognizes that whites would be reluctant to relinquish the power they had over blacks.

George Orwells Nineteen Eighty-Four 1984 :: Free Essays on 1984
The Orwellââ¬â¢s perception of an ideal government is pretty much the same as Montesqueue describes in ââ¬Å"Persian lettersâ⬠. They both seem to think that the best government would be one in which power was balanced among three groups of officials. As opposed to totalitarian regime of the Party, Montesqueââ¬â¢s ideal government would be the government elected by people and not a product of a despotic rulerââ¬â¢s ideas. He, as well as the Orwell believed that the success of democracy- a government in which the people have the power - depended upon maintaining the right balance of power. Moreover, the only way of achieving this would be dividing power onto three branches: an authority that enforced laws (like a king), Parliament, which made laws, and the judges in courts who interpreted laws. According to Montesqueue it is called ââ¬Ëseparation of powersââ¬â¢. Avoiding placing too much power on one individual or group of individuals would certainly prevent total itarian governments of coming into existence. Therefore, no branch of the government could threaten the freedom of the people. Orwellââ¬â¢s society displays a threatening projection of a totalitarian system into the future. Indeed it is a regime very similar to the tyrannies of the 20th century and strongly echoes Stalin Russia or Nazi Germany. The dominant mood inside this repressive system is one of threat and suppression due to the systematic persecution and oppression of non-conformists. As Goldstein explains in his ââ¬ËOligarchical Collectivismââ¬â¢ there have always been three classes: the high, the middle and the low with the middle and the high constantly changing their respective position. Eventually this movement was identified by historians as being cyclical. In an attempt to interrupt this recurring pattern the Party is essentially focusing on the problem of Stability. Indeed Stability becomes principal in Oceania as well as in the other two superpowers Eastasia and Eurasia. In short it is the problem of how to keep things the way they are and maintain a hierarchical society without risk ing an overthrow of the established system. Several devices and attitudes have been conceived to achieve this aim. First of all the Party constantly controls and monitors its subjects. A crucial device in this scheme is the telescreen which, by being able to send as well as to receive information, allows a constant surveillance of all Party members. In addition other institutions such as the Thought Police or the Spies have been contrived to guarantee a maximum of surveillance.

State and Local Government Essay
What is Federalism? The United States has one of the most complicated forms of government in the world. With many levels and subdivisions, this form of government is called federalism. Within the United States, federalism is marked by a continuous change in the system of connections between the national, state, and local governments. At times, the different levels of government act independently and at other times, the levels became so entangled that it becomes impossible to tell apart the responsibilities of one from the other. Federalism is just one of the three main systems of power used by the United States. There are two ways, other than pure federalism, to organize power among national and regional governments. Pure federalism is also known as a federal system. In a federal system, the central and regional governments are divided in power and responsibilities, and the governments do not depend on each other for their power. Voters elect candidates into both the regional and central levels within a federal system allowing the United States to have a representative government, meaning that people elect representatives to legislate on their behalf. Another system of government is the unitary system. In a unitary system, power is concentrated in the central government. The central government then grants special powers to the regional governments. Voters elect people into the central government and then the central government assigns people to the regional governments. Franceââ¬â¢s government is an example of a unitary system. The third system of government is the confederal system or confederacy. In a confederacy, power is concentrated more in the regional governments than the central government. Voters elect people into the independent regional governments and then these independent regional governments grant legal authority to the central government. An example of a confederal system would be the Confederate States of America. The federal system describes the system of power that the United States has. This means that the regional governments (states and localities) and the central (national) government are independent equals. Because of this, theà federal system allows for these regional governments to experiment with policy. These experimental acts by the regional governments give them the label of laboratories of democracy. However, for some years now, federalism has been linked with the concept of devolution. Devolution is the process of powers and responsibilities being taken from the national government and given to the state governments, which clearly goes against the ââ¬Å"independent equalsâ⬠idea in federalism because states are gaining more power. This could be a result of the states abusing their power of experimenting with policy. Although states might abuse their power of experimenting, the actual practice of experimenting is considered an advantage. Experimenting is one of the many advantages of federalism. Federalism allows for flexibility among state laws and institutions as well as reduces complications because the states are able to accommodate citizensââ¬â¢ interests, which is shown by how much easier trade is now. Another advantage of federalism is that it enables the achievement of national goals, which is shown when the goal of creating an interstate highway system was achieved in the 1950s. Although federalism is full of advantages, it comes with a price. Unfortunately, federalism increases complexity and confusion, which could be a great inconvenience for people. Federalism can cause confusion between state and federal governments because of the vagueness of the exact division of powers among them. Federalism promotes the duplication of efforts and the reduction of accountability. It also makes it difficult to coordinate, which is shown when police or fire departments in different cities or states canââ¬â¢t communicate with each other. This was clearly shown during the Three Mile Island accident that almost caused a huge catastrophe. Another drawback would be that federalism creates inequality in services and policies. Federalism is not a perfect ideal, but rather it plays host to a balance of both advantageous and disadvantageous outcomes. The Federal Emergency Management Agency, also known as FEMA, is a classic example of how federalism shapes policy. In trying to aid in the relief for hurricane Katrina, FEMA was unsuccessful in their efforts. They were notà able to communicate with state and local governments and coordinate procedures in providing relief. However, during hurricane Sandy, FEMA provided great help and relief for people because they were able to efficiently communicate and coordinate proper procedures. This shows how coordination can go from bad to good because of the resiliency of FEMA in federalism. Federalism in the United States has a Constitutional base. The Constitution grants powers to the different levels of government. Enumerated powers are grants of authority that are explicitly given to the federal government, meaning that they are written in the Constitution. One of the most important pieces in the Constitution is the national supremacy clause, which states that federal law takes precedence over all other laws. This allows the process of the federal government overriding areas regulated by state law, called preemption. Exclusive powers are also another set of powers stated in the Constitution. These are powers given solely to the federal government. The powers of creating and upholding an army and navy, declaring war, and regulating commerce are all exclusive powers. Education is run by the states because running education is not stated as an exclusive power. Another set of powers stated in the Constitution are concurrent powers. Concurrent powers are powers that are shared by both the federal and state governments. The right to tax, borrow, and spend are all powers that can be exercised by the federal and state governments. Implied powers are another set of powers given to the federal government through the Constitution. These powers are broad, but undefined, powers that were essentially created on the idea that not all powers could possibly be listed to meet the needs of the developing nation. These include the general welfare clause, the necessary and proper clause, and the interstate commerce clause. The general welfare clause gives Congress the authority to provide for the ââ¬Å"general welfareâ⬠. The necessary and proper clause gives Congress the right to pass any law that they think is ââ¬Å"necessary and properâ⬠to help in carrying out the responsibilities of the federal government as they are defined in the Constitution. The interstate commerce clause gives Congress the right to regulate interstate commerce. These clauses have been broadly interpreted which, in result, has been giving Congress more and more impliedà powers. While the Constitution has been shifting more power into the hands of Congress, there isnââ¬â¢t much stated for the state governments. It does, however, state the full faith and credit clause. This clause requires that states recognize each otherââ¬â¢s public records and acts, meaning that contract, wills, and marriages that are valid in one state are all valid in all other states. In essence, this clause is the financial backbone of state and local government. Another clause that was stated in the Constitution for state purposes is the privileges and immunities clause. Under this clause, states are prohibited from discriminating against the citizens of other states. The Bill of Rights was also something put into the Constitution to promote individual and state rights by limiting the power of the federal government. The Tenth Amendment addresses the power of the states. It guarantees a broad and undefined set of powers be reserved for only the states and people. The Fourteenth Amendment also deals with specifying the powers of states. This amendment makes it so that the states cannot deprive individuals of the rights and privileges of citizenship and it also requires states to provide due process and equal protection guarantees. The Constitutional basis for federalism in the United States is a big part of its government. Federalism is not a cut and dry system, however. There are many different types of federalism. One of these types is dual-federalism. It is the idea that federal and state governments have powers and responsibilities that are separate and different. Dual-federalism is the midpoint between nation-centered federalism and state-centered federalism; nation-centered federalism being the belief that the nation is the basis of the federal system and that the national government should take superiority over the states, and state-centered federalism is the exact opposite. Advocates of statesââ¬â¢ rights agree with the compact theory and believe in a government for the states. Whoever advocates statesââ¬â¢ rights believes that states should be able to make their own decisions without any interference from the federal government. The compact theory is the idea that the Constitution represents an agreement among the sovereign states to form a common government. Ità took the practice of nullification to an extreme back during the 1820s and 1830s. Eventually, national policies kept upsetting the southern states in the U.S. and that led to secession arguments. The concept that it is impossible for state and federal governments to have different and separate jurisdictions and that both those federal and state governments must work together is called cooperative federalism. Cooperative Federalism comes in different forms as well. The first form of cooperative federalism is ââ¬Å"Layer Cake Federalismâ⬠. This form of federalism consists of delineated lines that separate federal, state, and local governments. ââ¬Å"Layer Cake Federalismâ⬠is rarely used. The second form of cooperative federalism is ââ¬Å"Marble Cake Federalismâ⬠. In ââ¬Å"Marble Cake Federalismâ⬠, federal, state, and local governments are so thoroughly mixed with each other that they are impossible to separate from each other. This form of federalism is more common in the United States. The third form of cooperative federalism is ââ¬Å"Picket Fence Federalismâ⬠or centralized federalism. Centralized federalism is the concept that the federal government should take the leading role in setting national policy, with state and local governments helping to implement the policies. Centralized federalism has shifted power from the states to federal government. The power shift can be seen through grants given to the state governments by the federal government The federal government supplies many different forms of grants-in-aid. The first form is a categorical grant, which is money given for specific programs, leaving the state and local governments with little discretion on how to spend it. The second form of a grant-in-aid is a general revenue sharing grant. These grants come with few constraints and they leave the state or locality with almost complete discretion over how they want to spend the money. All grants given by the federal government come with constraints crosscutting requirements. Crossover sanctions are federal requirements that mandate the grant recipients to pass and implement certain laws or principles as a condition of receiving the fund. Sometimes the federal government issues action-requiring direct orders to the states and localities but donââ¬â¢t provide any financial support for that action. Theseà orders are called unfunded mandates. These grants have all helped in shifting power from the state governments to the federal governments, but there has been a new form of federalism that has been shifting power back to the state governments. This form of federalism is called new federalism. New federalism is the belief that states should receive more power and authority and less money from the federal government. Block grants were the type of grants that were preferred in new federalism. They are federal grants-in-aid that are given for general policy areas and leave states and localities with wide discretion on how to spend the money within the designated policy area. Unlike new federalism, ad hoc federalism is a form of government that could differ from time to time. Ad hoc federalism depends on the issue at hand. It is the process of choosing a state-centered or nation-centered view of federalism on the basis of political or partisan convenience. In other words, ad hoc federalism can be swayed either towards the states or towards the federal government by whichever party has the dominant hand in Congress. The Bush-era was described as entering the United States into ad hoc federalism. This type of federalism is not definitive. To sum things up, federalism cannot be described in one single sentence. Federalism has its ins, outs, ups, downs, and can be all over the place. Federalismââ¬â¢s many forms are what make this system of government unique and different from the others. It has taken the United States into some fortunate and some not-so-fortunate times. It is a complicated concept that will continue to change as the United States advances even further into the future.
